Any gardener will tell you that the key to pulling weeds is to get them by the roots. If you leave the roots, the weed will eventually grow back. The health of our bodies work in the same way. Isn't God amazing that way? If you we only address a symptom and never properly address the root cause of said symptom, the issue will continue to grow and cause other problems. We can see this pattern in everything. When there is a problem, if the true cause is not addressed, problems WILL come back later.
